That portrait above the fountain looks like a mega ampharos and, given the frame has the Arceus ring design, I'm guessing that's one of the emissaries. Barring that, it's just the cities ruler.

batteries ('ancient' looking ones). in a world with electric types there's bound to be electricity, though it is utilized differently in palaar than in our world.
